Criteria for Admission: Applicants must be diagnosed to be suffering from dementia. They must be Singaporeans or Singapore Permanent Residents. A recent Chest X-ray is required (to exclude infectious lung disease).
Paying Status: Through the years, between 24% and 29% of the residents were unable to pay fees. As of 31 December 2006, there were 61 (29.33%) residents who could not afford to pay fees. About 9% of the residents were paying $1,400 and above. The remaining paid what was affordable for the family.
Fees of Subsidized Residents: Though the family pays what is affordable, the fees do not include cost incurred for laboratory tests, ambulance charges, and hospital charges.
Government Subsidy: The applicants’ immediate family members had to declare their income for Means testing. Those with per capita income of $1000 and above will not qualify for Government Subsidy. Those whose per capita income is below $1000 will qualify for the subsidy rates listed below.

The Government provides recurrent funding and medication grant based on the functional status of the residents and result of the Means Test. As of 31 December 2006, there were 116 residents who qualified for 75% subsidy, 54 qualified for 50% subsidy, 18 qualified for 25% subsidy, and 19 did not qualify for subsidy.
